AC/DC didn't make many people stop and ponder life's questions when they were rocking in their heyday. And you can probably assume that with their current tour they're sticking to their guns, playing a lot of the old stuff and running with the familiar themes. While you can point to a number of lyrical subjects in their songwriting, one that sticks out above the rest is rocking. Chasing women and getting inebriated are both very common themes, but based purely on the amount of songs with the word "rock" in the title ("There's Gonna Be Some Rockin'," "Rocker" "It's a Long Way to the Top (If You Want to Rock and Roll)," "Rock n' Roll Singer," "Let There Be Rock," "Rock n' Roll Damnation," "'Rock n' Roll Aint No Noise Pollution," "For Those About to Rock (We Salute You)," etc.), you can imagine these guys were very serious about being rockers, rocking and basic rock n' roll things.




Therefore, it's not uncommon that the average AC/DC tickets buyer will try to ponder the question: What AC/DC song rocks the hardest? That kind of study would take a whole novel. The similarities between these song lyrics are too numerous to name, but when you see them side by side you can notice some subtle differences in rock philosophy. "There's Gonna Be Some Rockin'" describes an even that will, if AC/DC can help it, rock in the foreseeable future, whereas "Rocker" describes a person ("I" not "We") who has already achieved the status of "rocker" (as well as "roller"). First person narration is the most obvious difference, but also the least meaningful.



If we're here to discover what rocking is, then we need to look at the rock each song seeks to relate to the audience. That said, the major difference seems to be a matter of superficiality. "There's Gonna Be Some Rockin'" is a vastly superior AC/DC rock song because the rocker it describes is a doer. He's going to have some fun, include others, share it round, quiver, quake, put on a show. He gets after it and makes rock happen. In contrast, "Rocker" seems to portray a man who rocks simply because of his many possessions- a fast car, tattoos, women, tight jeans, lorex sox (what are those anyways?).



So you have to ask yourself, are you a rocker because you have the gear, or are you a rocker 'cause you take the wheel and steer? Do you necessarily rock because of the things you own, or because of the lifestyle you lead? Actions rock much louder than possessions.

The GM AC condenser is often mistaken as the radiator because it looks alike and performs almost similar functions. The radiator cools off the coolant mixture, thus, dissipating the heat produced by the engine while the GM AC condenser dissipates heat coming from the car’s interior. The GM AC Condenser dissipates the heat absorbed by the gaseous refrigerants and converts it back to cool liquid. In the process, all of the heat absorbed by the refrigerant inside the vehicle is released by the condenser and then transforms the refrigerant once more into a cool liquid, which will again circulate through the compartment of the vehicle to absorb more heat. The AC condenser has two AC condenser hoses coming form either end of unit.





In order to radiate heat, the GM AC condenser must have good airflow. In rear wheel drive vehicles, air flow comes from the engine’s cooling fan while in front wheel drives, air flow comes from one or more cooling fans. The condenser is located just in front of the radiator. In some vehicles, however, the condenser is located somewhere else for aerodynamic reasons. If the GM AC condenser becomes damaged, the heat remains inside the car.





Collisions, small pieces of stones and gravel that may come through the grille and penetrate one of the high-pressure coils can be the most common causes damage to the GM AC condenser. If already damaged, it must be replaced immediately to avoid further inconvenience.

Lazy Man's Car Maintenance

I am man - watch me be lazy! Hey, you bust your hind quarters all week to make enough money to pay the bills. Who wants to spend their weekend under a car checking hoses and such? Allow me to introduce you to the lazy man's car maintenance guide.

Let's get the disclaimer out of the way. Your car needs proactive maintenance and there is no getting around this fact. It will need the tires rotated. It will need the oil changed. It will need the radiator flushed and so on and so on. You can take it in to the local lube and tune place to get these things taken care of. In this article, we are looking at things you can do with an absolute minimum of fuss. How minimum? Well, let's start with the absolutely easiest of checks - ones you are already doing.

Trust your senses! When you are driving, you are doing a diagnostic check of your car whether you realize it or not. You feel things through the seat and steering wheel. You certainly hear things and you can see things as well. Ask yourself if the car seems to be running normally? If not, then it needs to go to the mechanic.

Let's look at some common things your senses will tell you. Do you feel a rhythm or small shaking through the steering wheel when driving at higher speeds? If yes, then your tires are out of balance. Save them and your suspension by getting them rebalanced

Does your car seem sluggish when you take off from a light or stop sign? If so, the primary cause is low tire pressure in your front tires. When was the last time you checked them? They should be looked at once a month. Go fill them up at the gas station or have them done at the tire shop and get your tires rotated as well.

Does your car seem to have a hump in the drive? Tires again! This time, it means your back tires are underinflated. Back to the gas station and/or tire store!

The next time you park your car, get out and walk about 10 feet behind it. Now take a look at the rear tires. How does the tread look? Is it wearing more to the inside or outside? If so, you alignment is probably in need of adjustment. Do your tires lean in or out? You'll need to get that worked on as well.

Okay, now the hard part for the lazy man. The next time you go home, walk in the house and find a towel or old t-shirt you can sacrifice. Now head back out and pop the hood. Locate the dipstick for your car. Pull it out and lay the oil covered in on the material. If there is no oil, GET SOME! Assuming there is some, check to see if the stain on the cloth falls within the tow marks on the dip stick. As long as it is between them, you are okay.

Now how hard was that? Your car needs basic maintenance as called out in your owner's manual. That's the dusty book in your glove compartment. In the meantime, the lazy man's car maintenance routine should help you avoid any catastrophic problems.

The 1920s
Kohler's first generator, released in 1920, was designed to serve rural markets. Kohler's first generator set, the KOHLER Automatic Power and Light Model "A," used a 1500-watt engine to deliver a 110-volt DC current.

The 1930s
In the 1930s, Kohler introduced their range of liquid-cooled diesel engines. Kohler engines also turned up in some unlikely places during this decade: Admiral Richard Byrd took several Kohler generators with him on his second expedition to the South Pole in 1933, even naming a mountain range after the company.

The 1940s
In 1948, Kohler opened a factory dedicated to the manufacture of small engines and began to develop a range of engines designed for industrial use.

The 1950s
Kohler introduced a single cylinder cast iron air-cooled engine, known as the K90, in 1951. The company introduced more K series engines throughout the 1950s, culminating in its interchangeable engines, which offered the convenience and flexibility of a common mounting foot pattern and crank height.

Kohler also exported its products overseas in the 1950s, particularly to Vietnam and Thailand. The company's small engines were used to power air compressors and small boats, and to pump water through irrigation systems.

The 1960s
In 1960, the company opened a brand new Engine and Electric Plant and built production facilities in Canada and Mexico. In 1965, Kohler introduced Automatic Compression Release (ARC), which featured more effortless recoil starts; and in 1966, Kohler proudly announced that engine number 1,000,000 had just rolled off the production line.

The 1970s
For Kohler, the seventies were a period of continued expansion into international distribution and snowmobile engine sales. Kohler's one-millionth international sale was shipped in 1976.

The 1980s
During the 1980s, Kohler introduced a newly designed connecting rod, full-pressure lubrication and a crankshaft design that featured steel-backed sleeve bearings at both ends. Kohler also introduced improved air filtration and electronic ignition during this time. In 1986, the company unveiled its line of Command engines, which featured hydraulic valve lifters and OHV design.

The 1990s
In 1991, Kohler released a line of vertical shaft twin cylinder engines designed for lawn mowers. In 1995, Kohler marketed the first overhead cam engines (OHC) in the industry; and in 1998 Kohler received an award for its OHC 18 HP engine. In 1999, the first liquid cooled Aegis engine was introduced.

The 2000s
Today, Kohler offers a wide variety of commercial and industrial engines, including lawnmowers, heavy-duty concrete saws, industrial welding equipment, generators and pressure washers. In late 2008, Kohler pushed the engine industry toward environmentally-safe innovation when it announced that over the next two years, all of its Aegis liquid-cooled and Command Pro engines will utilize electronic fuel injection, meaning lower fuel emissions as well as improved performance. The 2000s also saw Kohler participating in the war effort in Iraq by powering machines used to remove potentially lethal debris from roadsides. Solar Power Projects in AZ, CA and NV

Thanks to the Bush Administrations Alternative Power Initiatives we are seeing money flowing to alternative energy research and great strides being made in the private sector. We see better longer lasting super batteries from MIT to store the energy from wind and solar or hybrid cars, laptops and even cell phones, as well as plastics which solar cells can be made out of.

But that is just one technology research center and in the United States there are many of these working at break neck speed to stay on the bleeding edge of alternative power and energy sources. But what is happening out West? This became the topic of conversation recently with some online think tank folks when one stated;

"Las Vegas is doing this enormous solar power project that is going to take a couple of years to complete that has to do with the water district."

I am very pro-Solar, as well, especially excited about many of the projects in CA desert, San Diego at the Military Base Parking structures and in AZ. Great stuff and also in the tech centers in FL. We need to use more solar, hell it is free and besides the ROI is 50% better than 10 years ago and in the last 5 years it has gotten 65% cheaper to make, along with better batteries we are in Business. This is great news for America and we can chalk up yet another victory for the Alternative Energy Research Funding Initiatives. Consider this in 2006.

I’ll never forget taking my first test drive in a Mercedes.

The salesman was related to dealership’s owner. And he was anything other than a chip off the old block.

Papa was elegant and cultivated, and very much a gentleman, prone to understatement.

The kid was brash, spoiled, impatient, and a lot of other things you can imagine.

We were driving in a residential area, and I was concerned that the pickup was hesitant.

He told me to push the pedal to the metal, and it didn’t help, much. I thought this car might be able to do 60 in a half-hour, or so, if you timed it on a track.

Anyway, the ride came to a conclusion, but not before I asked a question about the transmission, which seemed jerky, from gear to gear.

Obviously frustrated with me, perhaps partly because I was younger than the demonstrator, he said I could stop worrying about the mechanical integrity, because “This car is more intelligent than most people!”

Hey, I know a compliment when I hear one, and this was anything but.

All I could do was smile. I had never heard of insulting your way to a sale, but this seemed to be just such an attempt. Did he actually expect to earn my business this way?

Recently, I spoke to a sales manager in a different industry, and he revealed that he loves to insult prospects, that they actually seem to appreciate it.

No, he’s not in the whip business, buggy, or otherwise.

All I can say is that the car dealer that insulted me has gone through its share of hard times, because the nameplate it represents has been plagued by quality problems.

Moreover, it has faced excruciating competition from other brands such as Lexus and Infiniti, to name a few.

Now, those are some intelligent cars!

Muscle Cars: Why Now?

Nearly everything would argue against bringing back the muscle cars of the 60’s: Mustangs, Camaros, and Dodge Chargers.

Gas is around $3 a gallon, and if Iran has its way, that price could spike to $5 and above.

SUV sales are finally shrinking, and even Hummers have been downsizing.

And there’s that matter of political correctness. Sooner or later, Americans are going to join W and admit they’re gas guzzling junkies, and find cutting back, patriotic.

But these notions aren't dampening the lust for muscle cars.

Why are they so appealing?

In their last heyday, around 1964-1972, Vietnam was raging. Now we’re in Iraq, and an exit strategy from that war seems about as elusive as finding our way out of the jungle was some thirty-plus years ago.

In the middle 1950’s, we were given the Corvette and the Thunderbird, along with the Korean War.

I think there’s a connection: When we’re up to our necks in foreign quicksand, we like to kick butt back home, on the streets, in the only socially acceptable manner we have, by burning rubber.

This muscle-mania has something to do with collective self-respect, I believe.

I drove a rented 2005 Thunderbird on vacation recently, and it gave me a thrill. I was happy to be getting such a kick out of an American ride for a change.

So, buckle up and have some fun.

Use Your Roadway ESP to Avoid Car Accidents, Top Speaker Advises

When I was in Little League, I was transformed from being an outfielder and an occasional third baseman into a catcher.

Our aging receiver was moving up to Pony League, so the always forward-thinking manager and coach of the Dodgers, started to groom me to take over, which I did with relish and some distinction for two years.

Along the way, I had a blast because you may or may not know this: Catchers rule the game of baseball.

When a coach has confidence in us, he or she lets us position the fielders, call for the pitches we think are appropriate from one moment and situation to the next, and really control much of the pace of the game.

Before long, I could size-up an opposing player from how he walked up to the plate, where he positioned his feet and the way he took his practice swings. Then, I’d call for specific pitches to ideal locations to exploit his weaknesses.

Most of this was intuitive, but it was based on real world data, as I rapidly interpreted and adjusting to the behaviors batters revealed to anyone who paid sufficient attention.

Later, when practicing martial arts, I’d refine this opponent-analysis a significant amount, enabling me to earn a Black Belt in Kenpo Karate after eight years.

What I’ve found is the same perceptual ability to size-up an opponent’s intentions and likely behaviors serves me well in traffic, as a driver. When I turn on my attention, I can almost perfectly predict who will try to cut in front of me, suddenly make an un-signaled lane change, or stop abruptly.

Occasionally, my awareness can “see around corners,” and I’ll feel it’s important to slow down to a near crawl, and when I do, sure enough, there is a disabled vehicle or other obstacle awaiting me that comes into view, that I have more than enough time to avoid crashing into.

I believe we all have an innate version of Roadway ESP, but we just haven’t activated it.

The next time you’re in traffic, deliberately start predicting what the drivers to the sides, the rear, and front are going to do next.

You’ll come to see certain cars getting WIDER within their lanes, and this will often be a precursor to a lane change, sudden or not.

Your eyes might become fixed in the rearview on an approaching car that is heading toward you at too fast a clip, and this will induce you to move forward a little or to the side to give him room to miss you.

This happened to me in Florida, two days ago, and sure enough, if I hadn’t peeled to the left, a pickup would have smashed into me. After the near miss, another driver, encamped at the traffic signal saw what had happened and just shook his head in disbelief.

I’m convinced everybody has Roadway ESP to at least some extent, so use yours, and you’ll enjoy safer motoring!

Overview of a PV Solar Energy System

A typical Solar pv electrical system is described to refresh our basic electrical knowledge. This knowledge will allow us to be comfortable with the design of our pv solar system and have confidence that it is not over or under designed.

The pv Solar Energy System: A pv Solar system has the four major components.

1) THE SOLAR PANEL: This is the component that receives photons from the sun and converts the photon energy into electricity. The panels are rated in Watts.

2) CHARGE CONTROLLER: This component insures that the storage batteries are not overcharged and damaged.

3) STORAGE BATTERIES: The batteries store our collected electricity until we use the energy to power our appliance. Our electricity is store as the potential energy rated in Volts.

4) INVERTER: This component changes the current from our batteries, which is stored in direct current (DC), to an alternating current (AC) which is compatible with our household appliance.

Conversion of Sunlight to Electricity: Photovoltaic energy is the conversion of sunlight into electricity through a photovoltaic (pv) cell, commonly called a solar cell. A photovoltaic cell is a non mechanical device usually made from silicon alloys.

Sunlight is composed of photons or particles of solar energy. These photons contain various amounts of energy corresponding to the different wavelengths of the solar spectrum. When photons strike a photovoltaic cell, they may be reflected, pass right through, or be absorbed. Only the absorbed photons provide energy to generate electricity. When enough sunlight (energy) is absorbed by the material (a semiconductor), electrons are dislodged from the material's atoms. Special treatment of the material surface during manufacturing makes the front surface of the cell more receptive to free electrons, so the electrons naturally migrate to the surface.

The output of a solar panel is usually stated in watts, and the wattage is determined by multiplying the rated voltage by the rated amperage. The formula for wattage is Volts times Amps equal Watts. So for our example, a 12 volt - 60 watt solar panel measuring about 20 X 44 inches has a rated voltage of 17.1 and 3.5 amps .

17.1 volts times 3.5 amps equals 60 watts.

Our solar panel rated as 60 watts exposed to 6 hours of peak sun will produce 360 watt hours of power per day. An typical; home will require 4000 watts of DC generating power to produce sufficient kwh to cover annual electrical consumption. This equates to 67 - 20 X 44 inches solar panels from the example above.

Wiring the System:

Solar panels can be wired in series or parallel to increase voltage or amperage respectively, and they can be wired both in series and in parallel to increase both volts and amps. Series wiring refers connecting a positive terminal of one panel to the negative terminal of an adjacent panel. This connection will produce voltage as the sum of the two panels and the amperage will remain the same as the output panel. Two 12 volt and 3.5 amp panels wired in series will produce 24 volts at 3.5 amps.

Solar panels can be wired in parallel by connecting positive terminals to positive terminals and negative terminals to negative terminals. Two 12 volts and 3.5 amps panels wired in parallel will produce 12 volts and 7 amps.

A series/parallel wired system refers to doing both to the above. This wiring scheme would produce 24 volts and 7 amps from our two 12 volt and 3.5 amps panels.

Inverter:

An inverter is a device which changes DC power stored in a battery bank to standard 110 / 240 volts AC. Nearly all our lighting, appliances and motors are designed to use AC power. Inverters come in sine wave and modified sine wave output. Most 11o volts devices can use the modified sine wave output. However, special devices that use lasers or silicon controlled rectifiers will require the pure sine inverter which is more expensive.

Auto transfer switching is a common internal feature which enables switching from one AC source to another and / or from utility power to inverter power for designated loads. Battery temperature compensation, internal relays to control loads, automatic remote generator starting and stopping and many other programmable features are available.

Charge Controller:

A charge controller monitors the battery's state of charge to insure that when the batteries need current when required and also insure that the batteries are not overcharged. Connecting a solar panel to the batteries without a charge controller seriously risks damaging the batteries and potentially causing a safety concern.

Charge controllers are rated based on the amount of amperage they can produce from a solar array. If a controller is rated at 20 amps you can connect up to 20 amps of solar panel current output. Advanced charge controllers utilize Pulse-Width-Modulation which insures the most efficient battery charging and extends the life of the batteries. Even more advanced controllers can include Maximum Power Point Tracking which maximizes the amount of current going to the batteries by lowering the panel's output voltage.

Many advanced charge controllers offer Low Voltage Disconnect and Battery Temperature Compensation as optional features. The Low Voltage Disconnect allows the terminals to be voltage sensitive. If the battery voltage drops too far the panels are disconnected thus preventing damage to the batteries. The Battery Temperature Compensation adjusts the charge rate based on the temperature of the battery since batteries are sensitive to temperature variations above and below about 75 F degrees.

Batteries:

The batteries for our system should be Deep Cycle units which are designed to be discharged and then re=charged hundreds or thousands of times. Batteries are rated in Amp Hours (ah) and are usually rated at 20 or 100 hours. Amps hours refer to the amount of current which can be supplied by the battery over the periods of hours. An example would ne a 350 ah battery could supply 17.5 continuous amps over a 20 hour period.

Like solar panels, batteries are wired in series and/or parallel to increase voltage to the desired level and increase amp hours.The capacity of the battery amp hour capacity requires careful sizing for the conditions under consideration. Longest periods of no sun or cloudy conditions, availability of generator or grid backup or a standby generator with battery charger are among the conditions for consideration. The size of the battery bank will depend on the storage capacity required, the maximum discharge rate, the maxium charge rate, and the minimum temperature at which the batteries will be used.

Overall Design:

As with all electrical systems there are voltage losses as the electricity is carried across the wires, batteries and inverters and these losses are dependent on the efficiency of each component. These efficiency losses vary from component to component, and from system and can be as high as 25 percent. A trained technician will be required to fine tune the system for efficiency.

To go green or not to go green, that is the question. Saving energy equals saving money. This is quickly becoming a bigger and bigger topic these days as most people blame the government for not doing enough about it. Yes, the government should spend more money on research and development in alternative fuels. However, the real blame is on you. There are hundreds of ways to do your part. I will give you just a few that we found to be easy, inexpensive and in return will save you money.

By changing the light bulbs in your house to compact fluorescent lights (CFLs) you can save about $45 in electricity cost per light bulb. The average home in has roughly 15 active light bulbs. If homeowners were to change every light in their houses to CFL bulbs, they would save about $675 on electricity costs during the life of the light bulbs.

Shading can save up to 40% of cooling costs. Planting trees in strategic areas of your yard will not only increase the value of your home but will also save about $100 - $250 a year in energy costs. Homeowners will benefit the most from planting trees on the west and south sides of their houses. You can also call your local energy provider and they will often send an expert out to help you coordinate your energy saving efforts. Usually for free! Putting up drapes makes the house look better and blocks out a lot of heat in the summer and keeps the heat in during winter.

These experts will also help you with finding the heat sources in your house. They will pin point where exactly you are producing the most heat which may entail that your AC will run longer. For example, placing a lamp by the television causes two heat sources to be next to each other, which generates more heat. Turning televisions, VCRs, and DVD players off, not just leaving them on standby, makes a significant difference in how much you will pay on your next utility bill. Turning your computer off overnight and during other times it is not in use, can also help save energy.
Thinking of buying a new washing machine? If you replace a washing machine that is older than 1994, you will save up to $110 a year on your utility bill. When you buy an appliance, Energy Star approved, that item can save you up to 50% than on non Energy Star approved appliances. All new washing machines come standard with the Energy Star and can be purchased for less than $1000. These washers will not only conserve energy but will also conserve water as well.

Economic Growth and Poverty Reduction - Making Growth Work For the Poor

1. Introduction

The question of whether economic growth leads to poverty reduction is a subject of major contention today. The neo-liberal view to this issue is that growth is good for the poor, and that poverty can be alleviated through economic growth. In this essay, I argue that unless the poor participate meaningfully in the economy and the constraints that hinder their participation are removed, growth on its own cannot help in poverty reduction. The state should also play a major role in making the poor benefit from growth by pursuing pro-poor policies. In the subsequent paragraphs, I define what pro-poor growth is; spell out the constraints to pro-poor growth and what can be done to make growth benefit the poor.

2. Definition of concept: pro-poor growth

According to Ravillion and Datt (1991:19), pro-poor growth can be defined as ‘growth that involves and benefits the poor’. In other words, pro-poor growth requires the maximum participation of marginalized groups in all sectors. Ravallion and Datt further argue that pro-poor growth is, inter alia, characterized by what they call ‘deliberate transfers to the ultra poor who are not able to lift themselves out of poverty. In essence, the argument that they are advancing is that the poor need help or intervention in order for them to benefit from growth. This means that pro-poor growth is a deliberate intervention to make the poor benefit from growth rather than leaving the poor to the fate of the ‘invisible’ hand of the market. It has to do with setting an enabling environment in which the poor have the opportunity to participate meaningfully in the economy.

According to Kydd et al (2001:10) pro-growth will occur when the following conditions exist:

 Price or productivity increases in tradable products with high average share in the poor’s expenditure.

 Price and productivity increase in tradable products with high labour inputs by the poor.

 Changes in technology or reduced barriers of entry, allowing the poor to engage in production of non-tradables which they could not previously engage in or

 Gains in the significant numbers of non-poor, which lead to expanded demands for goods or services, produced by the poor as a result of upstream or expenditure linkages.

It is important to note that not all growth is pro-poor. Here are some of the characteristics or aspects of growth which are not pro-poor:

 Disparities in wealth distribution

 Increases in rural poverty

 Growth that ignores agricultural development despite the role that it plays in poverty alleviation

 Lack of investment in health and education, which play a critical role in poverty alleviation

 Failure to mitigate inequalities and lack of programmes aimed at addressing the needs of the poor (www.seurities.com).

As Acocella (1998:162) notes, it is critical to remember that growth does not always lead to human development. Growth may occur without any significant impact on human development, especially with regard to the poor. Acocella further argues that real development or growth occurs when there is improvement in the well being of people. Growth that does not lead to improvement in the welfare of people cannot be said to be developmental in nature. Genuine growth, as Ferro et al (2002:4) note, should lead to human development, and this entails ‘empowering the poor to contribute to and benefit from this growth’. It is clear that pro-poor growth does not occur automatically without the implementation of the right policies that will be instrumental in facilitating its manifestation. There are polices and practices that may hinder pro-poor growth from taking place. I examine a few in the next section.

3. Constraints to pro-poor growth

For pro-poor growth to occur in any society, it is important to ensure that all the barriers that prevent the poor from reaching their goals are removed. Failure or reluctance to deal with such barriers may frustrate the progress of poor people and may ultimately hinder any poverty reduction strategy from successfully addressing the issue of poverty. Here are some of the constraints that can negatively affect pro-poor growth:

3.1 Inequality and lack of access to market

It is difficult to pursue pro-poor policies in countries characterized by inequality. Stewart (1995:209) argues that it is difficult to develop pro-poor policies in inegalitarian societies. He gives an example of inegalitarian societies such as Ghana, Mexico and Philippines, where he argues that growth has not made any impact on the poor. These societies are contrasted with Indonesia ‘with a more egalitarian structure to start with and a more pro-poor pattern of growth’. Other examples given are East Asian societies, which due to their effective policies of dealing with inequality were able to reduce the level of poverty in a dramatic way. This means that there is a relationship between poverty and inequality. May (2002:2) also shows that policies of inequality pursued by the apartheid government in South Africa were not good for poverty reduction as they excluded certain groups from participating in the economy of the country. The propagation of inequality led to ‘loss of assets such as land and livestock and simultaneously the denial of opportunities to develop these assets through limiting access to markets, infrastructure and education.

The problem with inequality is that it results in social exclusion where certain groups are denied opportunities or services. The exclusion of the poor from participating meaningfully in the economy can negatively affect their well being. In an economy where inequality is low, the poor will tend to get a higher share of the benefits from growth as compared to an economy which is characterized by a high degree of inequality. As Ravallion and Datt (1997:7) show, ‘inequality in the ownership of physical and human assets are likely to influence the prospects of poor people to participate in economic growth’. Policies that are pro-poor will ensure that the poor have access to markets and infrastructure. It is clear that in cases where there is no equality amongst the different socio-economic classes, reliance on market forces and the invisible hand of Adam Smith to meet basic needs is merely wishful thinking.

3.2 Fiscal constraints

Governments, especially in the developing countries are finding it hard to pursue pro-poor growth policies and approaches for poverty alleviation due to fiscal constraints. Structural Adjustment programmes are in most instances making matters worse. The reality is that governments are usually faced with the challenge of having to reduce expenditure in social services, which are supposed to benefit the poor. This means that less money is spent on important services such as health, education and other basic services. Cuts in government expenditure directly affect the poor (Howard 2001:57). However, it is important to note that the state is faced with global challenges and constraints in its attempt to pursue policies that are good for poverty alleviation. There is global pressure for the state to take a less ‘directive’ role in the economy.

3.3 Reducing the role of the state

The liberalization of markets which goes with globalization is among other things advocating for the rolling back of the state, the repeal of restrictions on prices and on quantities moved and stored. As Howard (2001:57) rightly notes, the ‘liberalization of financial markets increases poverty and inequality’. As part of globalization, governments are forced to liberalize their markets. However, the critical question is whether liberalization of markets benefit the poor. There are mixed reactions to this. There are those who view globalization as beneficial to the poor, especially with regard to opportunities it offers for trade and new markets. On the other hand there are those who view it as harmful.

As Levinson (2001:11) shows, globalization ‘benefits the poor in some countries and harm those in other countries’. Although there is a general call for ‘rolling back the state’, in order to give way to the markets to work (if ever they work), the state has a role to play especially pertaining to things that individuals cannot do for themselves. It is common especially among the poor to find people who cannot participate in the labour market due to old age, infirmity, chronic illness or otherwise incapacitated, socially excluded or discriminated. The poverty of such people according to Streeten (1995:253) cannot be removed or alleviated by relying on the market, but by deliberate ‘pressure for social services and transfer payments and elimination of discrimination’. The emphasis on reducing the role of the state in the economy can have negative impact on pro-poor growth.

For pro-poor growth to take place, the state should play a crucial role in the redistribution of resources and opportunities through the transfer of assets, prioritization of the poor in public spending and in managing market liberalization to protect the livelihoods of vulnerable people. As Ferro et al (2002:19) point out, ‘government is an instrument of the people in the development process’. Hence government can play a crucial role in pro-poor growth by developing the right policies for addressing poverty.

4. What can be done to benefit the poor?

The following are some of the things that can be done to benefit the poor:
 There is need to focus on development of human capital, especially among the poor in order to prepare them to participate meaningfully in the economy.

 The poor must have better access to markets, especially with regard to credit

 There is need to correct biases against the poor in public spending, taxation trade and regulatory environment.

5. Conclusion

Pro-poor growth policies are essential for the meaningful reduction of poverty. The 2015 target of halving income poverty can only be achieved if countries can adopt pro-poor growth strategies. It would be difficult to attain the 2015 target without ‘pro-poor shift in distributional patterns’ (Mutume 2000). Something must be done to improve the position of the poor by providing opportunities that will make access to markets easier for them. Worth noting is that even in cases where markets work, they may not always work in favour of the poor given the constraints discussed above.

If these constraints are not dealt with or removed, growth will have no meaningful impact on the lives of the poor. There is need to learn from past failures regarding the relationship between growth and poverty alleviation. Sen (1986, cited in Sachs 1991:292) illustrate this clearly: ‘country after country has learned the hard way that the so called trickle down theory is fallacious, that growth can be immiserizing, that famines also happen in periods of boom when people’s entitlement does not allow them to buy and/or produce the food necessary to keep them alive’

Given the level of poverty in the world today, there is therefore need for change in strategy or approach in dealing with poverty reduction by making growth pro-poor. This entails, inter alia, an understanding that growth on its own cannot address poverty. The Director of the World Bank, Ian Goldin indicated the importance of pro-poor growth: ‘we have come to understand that economic growth, though necessary, is not enough to deal with poverty’ (Sunday Times, 1 September 2002: 15).
